Add a `npm` package that contains the type definitions of the API.

It would be nice to have a npm package that contains the types of all the API exposed to the guest content. The idea would be to use it to use the package to specify the types field in tsconfig and thus have more accurate compile time errors based on the actual API of StarlingMonkey.
