Actions should be disabled rather than removed from an action list

Description

In some sections in the action menu, action items that can not be executed in the current state are simply removed from the list, although they must be turned off For example, this occurs in Firewall section for private SG. The menu of SG can contain rules and delete actions, but when SG have a VM the delete action is removed. This can happen in other places, it is necessary to find and verify.
