So on doing some more digging, in the HdHomerunManager.cs, the StartStreaming is for the command "target" using "rtp://IP:PORT". This is for the newer API HdHomeRuns that have the TCP capabilities....
After looking a bit into the code, there is not enough info to tell what is failing. The failure happens in HdHomerunManager::StartStreaming. The path is: 1) CheckForTunerAvailabilty 2) set "lockkey"...

I'll try the Android App. I used the Philips SDK Java Desktop app to test. The console logging I put in for debugging. The dependencies were small. I hate dependencies...
Also, I noticed you don't set a specific IP when starting the servers. If you are multi-homed, you may not be on the correct IP when responding with the description.xml.
