Ui issue: When reordering tabs the tab and the mouse cursor can get very out of sync above or below cursor.

So if you watch the whole gif you can see that its not the easiest to reproduce but when it happens it is rather obvious. This was reproduced on Window 10 version 1607.

I can reproduce this on Ubuntu 16.10 as well.
