Sending unsent messages stops after server rate-limits us

also, they seem to be sent in the wrong order once you send a lot at the same time (so perhaps also once rate-limited?)

also, they don't seem to send anymore at all after refreshing. when sending more in the same room, those do get sent, but the old ones that didn't send remain unsent forever. Something might be wrong with detecting the order and how many events remaing to be sent.
