Maintenance moving forward.

ConfigArgParse has proven to be a very popular and reliable library and as far as I can tell there aren't any good alternatives baked into the python library at this time. However, I've noticed that this library is a bit stale and could use some maintenance to stay relevant with the latest versions of python.

@bw2 Are you open to having others join in and become maintainers for this library? I can definitely sign myself up to help when I have time, but maybe there are others that would be willing to help as well.
