sso-auth: create a default provider

Is your feature request related to a problem? Please describe. Create a default provider for the authenticator that can be used for quick-start purposes rather than having to set up google provider credentials.

Describe the solution you'd like This will making getting sso running locally without any other credentials easier for those who want to test it out. This can also enable us to create integration tests.
