I am not sure what you need exactly to make this work but here is what i got from Monster Pub toy.

Name: MonsterPub

24577 is used to turn vibration on 0-100 until 30 it doesn't rotate. 24578 is used to turn vibration off by sending 0

Tested with Bluetooth LE Exploder from Microsoft App store

Turns out the Sistalk MonsterPub devices are LiBo sub-brand and use mostly the same protocol. I've combined these notes into #48 to keep all the protocol information together.
