Try reconnecting to disconnected devices

Feature Description

See if we can reconnect to disconnected bluetooth devices without waiting for an advertisement. This could speed up device reconnection due to line of sight loss, but may also introduce issues into order of connection.

This is the issue version of #415, which I'm closing because it's using the old codebase and I'm not sure how well this will work across all platforms. It could also be that moving more toward the hardware side of the library being used on mobile negates the need for this.
