Serial port connection with no device blocks other connections on windows

Describe the bug

1. Set up an RFCOMM (BT2) paired connection (for instance, nobra's twin charger)
2. Start server with device off, so port exists but won't connect
3. Hit start scanning

Expected behavior Other scans works fine

Actual behavior Whole system pauses for 3-4s during serialport-rs open call.

Additional context Even if the open call happens on its own thread, the executor blocks.
