Expose list of device communication managers via server API

Feature Description

While we don't need to get it through the protocol, we should be able to access the list of registered device comm manager names via the server. This would allow us to show what managers are available via a GUI.

Kick this out to a point release, when we'll actually have the UI built to use this.

I'm not really sure where this is needed now, we handle it in Intiface Central via configuration there. It would be nice to get a status of comm managers, but that feels like a different issue altogether. Closing as WONTFIX.
