bandwidth for images upload

Expected behavior

I think busy could spare some money by restricting images uploads. Each account could have bandwidth allocated for images uploaded to ipfs.

Actual behavior

Actually there is no limit on how many images a user can upload to ipfs, so abuse is possible.
