CircleCI intermittently yielding `AccessDenied` when restoring caches

Examples: Job 3013 Job 3019

The tests are technically passing so we get a green check, but the nodes show up as red and there's no reason we should be having an access denied error when trying to restore caches.

This discussion might have an answer, will look into it here shortly.

Contacted CircleCI briefly, they said it might be a known issue that they're in the process of addressing.
