[RFC 0066] Prelease APIs and Experimental Features

Add prerelease APIs to API descriptions in platform and buildpack specs. Describe the existence of experimental features and the behavior of CNB_PLATFORM_EXPERIMENTAL_MODE environment variable in the platform spec.
