Add docker compose v2 to linux

As per discussion in https://github.com/buildkite/elastic-ci-stack-for-aws/issues/1022 docker compose v2 can coexist with v1 + docker-compose-plugin now supports opt-in feature to enable docker-compose v2

I believe github can get stuck sometimes. If you git commit --amend --no-edit --allow-empty and force push that may resolve the issue.

While I'm here I'll mention that I'm very keen on this PR being merged!
