Latencies stats

We recently open sourced https://github.com/tink-ab/buildkite-stats which is something we've used internally to look at build times. GIven that this project is more active than ours, I'm hereby creating a feature request to also add metrics on build latencies for builds and steps which is a very important metric for developers when optimizing their builds/deployments for speed.
