That is not the official release. It's confusing, we need to clean up this output repository. Actually none of it is really used. It was used primirily before we had this live HTML interface with search. The official ADD2 snapshot is here https://standards.buildingsmart.org/IFC/RELEASE/IFC4_3/HTML/annex-a-express.html
