Possible incomplete change for IfcElectricApplianceTypeEnum.PHOTOCOPIER

The changelog for IfcElectricApplianceTypeEnum mentions that the PRINTER and SCANNER TypeEnums have been moved to IfcCommunicationsApplianceTypeEnum. Why did PHOTOCOPIER remain in IfcElectricalApplianceTypeEnum, and not move over to IfcCommunicationsApplianceTypeEnum as well?
