Proposal to add Pset_LightFixtureTypeCommon.ControlGear

Lighting engineers need to nominate the way light fixtures are controlled.

Based on some work with a lighting engineer on luminaire schedules I'd propose a new property "ControlGear" with an IfcLabel data type.

An example would be: https://en.wikipedia.org/wiki/Digital_Addressable_Lighting_Interface so it may have a value of "DALI".

Ping @CyrilWaechter @kennethsolvik @trond-graphisoft - I am told it is something quite fundamental to all light fixtures but would be good to get more eyes.

Why should we have a Pset for this ? Why not using info from the element which controls this LightFixture through attribute HasControlElements ?

I did think about that, but I couldn't identify what that element would be. When the electrical engineer described it to me, the example of "DALI" did not seem like an element, but instead a protocol or something. But this is unfortunately not my area of expertise so I can't judge :)

I would rather suggest to view this building element control mecanism in more general terms, as all electrical may be controlled using different standards / protocols.

Doing this via HasControlElements makes sense, but I did not have time to investigate this futher now.
