Should IfcPlate be a fallback for an ambiguous IFC classification?

IfcWall description has this sentence:

An arbitrary planar element to which this semantic information is not applicable (is not predominantly vertical), shall be modeled as IfcPlate.

Is this sentence valid? It sounds like an extra "gotcha!" rule that users will miss and instead should be using IfcBuiltElement.

Proposal: delete this sentence.

+1 plates can be equally vertical and walls can be slanted.

Oh, discovered it on IfcSlab too. So I propose to delete this too:

NOTE  An arbitrary planar element to which this semantic information is not applicable or irrelevant shall be modeled as IfcPlate.
