Pset_Address should be renamed and should have applicability to IfcActor

Currently applicable to IfcBuilding and IfcSite. Propose to add IfcActor so that existing functionality can be maintained.

Also propose to rename to Pset_PostalAddress and add Pset_TelecomAddress - both are needed in FM usecases.

This I think we should postpone. For now I just crammed the Telecom ones into Pset_Address. I'm not really comfortable without doing more without at least a basic review of these ancient ideas.

Sure that makes sense to me, so long as existing facility management requirements can still be met.
