Hub - Provision a staging Hub instance updated by CD

The Rust team has started to have increased dependency on fixes and enhancements to the Hub code. Since Hub deploys are still a manual process, there is a lag time between merge and deploy.

Automatic deployment to a staging after merge would allow us to remain unblocked when interfacing with Hub.
