Use ubuntu-22.04 instead of ubuntu-latest for Pg test

Ubuntu apparently backported the default settings from the new docker to 22.04 as well, so it dies with the same error on 22, too. Running the test on Ubuntu 20.04 seems to work.

I doubt Postges is going to fix their Pg9 image, Pg12 is the oldest currently officially supported. We probably need to bump our minimum supported Pg in Harmony and just use a newer image for the test.
