Add warning if PGV is executed with protovalidate annotations

Received a few reports where folks are confused where this project ends and protovalidate begins. To help guide folks gently in the right direction, we should warn in PGV if code generation is attempted with only protovalidate annotations included. We won't warn if both protovalidate and PGV annotations are present.
