in check_bloat(), fix MINPAGES and MINIPAGES

make sure the bloat check's minimum size requirements for tables and indexes match the documentation.

This was broken in commit b0ea851392d27df838a7011667858382550496be, and the documented behaviour gives better results than the atual code.
