Cheats (chx) don't go off when toggled

Created a CHX file. I'm able to toggle them on via the menu. Works as expected. When I toggle the cheat off, it doesn't take effect. Performing a "reset" from the menu doesn't work. If I switch to another ROM and come back or I shutdown the emulator completely and come back in, the cheat is now off as expected.
