Add -restart command to maintenance script

New feature

Add command to maintenance script, that simply shuts down ioBroker gracefully and stops container (container will restart dependent on the restart policy of the container). This could be called from inside iobroker (e. g. from Javascript) to initiate a full restart of ioBroker Docker container.
