feat: add authentication keys for package managers and api access

This adds basic "Authentication Keys" that act as authorization when using an API client or package manager.

  • [ ] Permissions and scopes?
  • [ ] Show the token better after it's created
  • [ ] Delete key functionality
  • [ ] Tests
