Restart chat service

What is the Problem?

When the service is started offline and then connected to the network the service fails to connect with any peers

Steps to reproduce the behavior:

  1. start app without conection
  2. connect it to one network
  3. try send a message

Expected behavior

the service must be restarted once the phone detects a new connection
