Fix plugin description on next release (move changelog to development, update "tested with)

Minor thing, but when bumping a next release it would be good to update plugin description so that the actual changelog shows in the tab and does not clutter the description.

Currently 2020-02-19_10-45-39

It should be moved to "development tab"

Also we should update

 by BTCPay – 3.0.10 – Not tested with the active version of WooCommerce
