bump dash docker image to latest version

It is impossible to synchronize dash for current version, but i has been fixed in the latest version. Can you please bump it?

ktechmidas opened #855 several weeks ago to get Dash on the latest major release

Yes, I've already pinged him privately about bumping it from 20.0.2 to 20.0.3, but for now I think @astupidmoose you can just go ahead and merge his PR from a few weeks ago

Thanks, 20.0.2 is merged now so for now nodes should be back up and running.
