Custom rules and Web UI

It would be great if you can help me understand followings, How to compile it on Ubuntu 14.04? Or is there any Ubuntu package available?

Also how to add custom rules or regex based rules ? And kindly mention how to access the webUI as shown in screenshots on official website.
