Is this project still alive? :)

This project is no longer active. Basically I got frustrated with my slow progress and thus lost interest. Bringing PHP to Parrot is certainly feasible, but requires some effort. These days it is helped by progress in NQP and by Facebook working on a proper specification of PHP.

I still like the name Pipp. It is free for grabs for anyone who wants to work on PHP on Parrot.

pretty much what @bschmalhofer said, though I'm also not sure I'd even recommend bringing PHP to Parrot at this point. Parrot's primary customer (Rakudo) has been moving toward their own VM for a long time and activity within Parrot has been at a low level with most of the core contributors having moved on. The PHP spec is excellent and absolutely will make it easier for would-be implementers to build new (mostly) compatible implementations of PHP, but I don't see any compelling value from building an implementation on top of Parrot as compared to targeting something more widely-used.
