Add serverless dev environment

Hi @was-av, thank you for a contribution, but I am going to reject this PR. GitPod is a part of your own development environment, might be not used by other developers.

Could you please share other popular repositories with .gitpod.yml included? Maybe this will change my mind on how to properly include this. I believe it might be added to a "Contributing" section of README.

We have recently had a discussion about development tools: please keep them locally in your environment. Everyone has their own preferences in the tooling, maintaining the full variety of Gitpod, Makefile, IDEA, VS Code files is not the responsibility of this plugin's repository. Thank you for your contribution anyway!
