Audit emails against the whitelist

Once https://github.com/bruntonspall/xgovslackbot/issues/21 is done, the ability to show which emails would be valid against the domain whitelist, and whether any members are using incompatible email addresses.
The emails that are not conformant will be listed, which is personal data, and so should not be shown to anybody without authenticating somehow.
