Tell people when they join about the acceptable use policy

The Slack instance has an acceptable use policy (Draft forthcoming from GDS) which confirms it's status under FOI, and what is or is not acceptable behaviour.

When somebody joins, the bot should message them welcome and send them a copy of the AUP to read.
