pytz dependency "^2023.3.post1" is too restrictive

I'm not able to install plotly-calplot because I have dependencies that require pytz >= 2024.1.

pytz version numbers are date-based, so I don't think it makes sense to restrict the dependency to "^2023.3.post1", which disallows any version with a year > 2023.
