Plugin Manager list of plugins is blank. (32 bit)

Description of the Issue Plugin manager list is blank. I've reinstalled the plugin manager itself, but the list is still blank.

Steps to Reproduce the Issue Launch N++ as admin Plugins -> Plugin Manager -> Show Plugins Manager Blank list is displayed that says "No new plugins available" Expected Behavior Current list of available plugins to install

Actual Behavior "No new plugins available"

I see 304 response in Fiddler tool on http request: GET https://nppxml.bruderste.in/pm/xml/plugins2.md5.txt when I open Plugin Manager list of plugins. Probably it is connected.

I just upgraded from NPP 7.5.6 32-bit to NPP 7.5.8 32-bit, with Plugin Manager 1.4.11. I also see "No new plugins available". When I change the PM settings to use development plugin list, then it shows the list of plugins with no problem. If I disable that again, it goes back to "No new plugins available"

When I switch to my portable NPP 7.5. 64-bit, it shows the list, even when I don't have use development plugin list

(when I look at the "installed" plugins in the 64-bit portable, it shows "There are no known installed plugins" -- probably because of 7.5.8's new method of putting each plugin in a subfolder of the plugins\ directory... but that's probably a separate issue from the main list downloading for 64-bit but requiring development-plugin-list for 32-bit)

@colemanlee Normal list or development list? See #114 for how to check that TLS 1.2 is available.

Could you check if the download is possible with IE. See also https://blogs.msdn.microsoft.com/kaushal/2011/10/02/support-for-ssltls-protocols-on-windows/. Could you check that for schannnel TLS 1.1 and 1.2 is enabled.

In fact i checked the TLS 1.2 like the picture below, but still can't download the plugin list. Is the "Plugin Manager" plugin conflict with the "Plugins Admin" plugin which provided by Notepad++?

@colemanlee There is no known conflict between plugin manager and plugin admin. Currently plugin manager is considered the past and PA will be the future.

If you have already a version of N++ installed newer than 7.6.x plugin manager is anyhow just of limited usability as the installation of plugins is not capable to support the new location requirements.
