Based on the url it looks as if the zip file isn't there, (http://npp-tidy2.googlecode.com/files/Tidy2_0.2.zip) Can you update where needed?

UP. Same problem for me. Is there an alternative to this plugin? I'm looking for a solution to have automatic indentation in HTML code...
