mathtools binding needs nostarnonscaled, nostarscaled options instead of nostar

The option nostar was removed in 2015 and it's been generating an error since 2017: https://ctan.org/ctan-ann/id/[email protected] Indeed, t/ams/mathtools.tex does not compile!
