Compilation succeeds without MKL into segfault

In https://github.com/browsermt/bergamot-translator/issues/301, someone was able to get segfault upon successful compilation when they forgot to install MKL. This should be caught at the early stages with a meaningful message.

(Perhaps this is upstream marian-dev issue).

Maybe this could be made obsolete by https://github.com/browsermt/marian-dev/issues/50?
