I am encountering the same issue on Windows 10.

I have killed all running chrome.exe in task manager.
I am using Firefox to access the UI at http://127.0.0.1:7788.
I have configured the environment variables as follows:

BROWSER_PATH="C:\Program Files\Google\Chrome\Application\chrome.exe"
BROWSER_USER_DATA="C:\Users\Me\AppData\Local\Google\Chrome\User Data"

I'm running the latest version:
