Need to rewrite portion of loot spawn according to new ProceduralDistribution functions.

Loot spawning will also be completely rewritten to reduce the feel of items cluttering everything.

General testing of loot spawn would be needed.

Moved from Bug to Optimization as it is not broken anymore.
