Generate separate urns for commentary, app. crit., etc.

Start with a base and do a string manipulation to get these different, but easily related URNs. Consult with CTS-URN gurus about standards.

Identifiers for sections that are not 'primary_text' should probably be pointers to the appropriate 'primary_text' urn, not URNs in their own right, because it's an upstream task to assign URNs to these secondary parts. However, that will require an upstream workflow to deal with this stuff.
