Automated WDL Testing

Adding git actions to initiate WDL tests on our testing infrastructure

  1. action initiated for every push on a feature branch
  2. action initiated on the main branch weekly

Tests only run on workflows that have tests created for them in the wdl_test folder. An example is added for PBCCSWholeGenome
