Add variant filters to URL

Encode filters (consequence category, SNV/indel, exome/genome, etc) in URL parameters to allow linking to a specific subset of a gene/region/transcript page.

Per browser meeting, this issue seems like a better fit for query parameters, as opposed to the discussion in the related issue.
