Region viewer cannot display one base pair regions

Since region width is calculated as stop - start instead of stop - start + 1, one base pair regions cause divide by 0 errors.

Related: #1027 fixed a bug that was indirectly related to this regarding how variants get filtered (keep all variants at end location, instead of just first one)
