Update ClinVar pipeline

Will resolve #1569

Updates the ClinVar pipeline to run based on recent updates to ClinVar.

Currently this does not have the updates to our XML, I just got this to run once so we had the June data rather than the 5 month old January data. Now we're a little less immediately pressured and can work at this.
