Migrate away from GCP Container Registry

As of May 15 2023, GCP's Container Registry is deprecated.

Currently, the browser pushes Docker images to the Container Registry as part of the workflow for deployment.

Google's recommendation is to move to using Artifact Registry ahead of May 15, 2024.
