This is a tool intended to evaluate the performance of genotyping (not sequencing/variant discovery), for example from a genotyping array or imputation pipeline.

@davidbenjamin @takutosato this involves a bit of a refactor of the ConcordanceWalker classes, so would appreciate a review from one of you for that part of the PR.
